It also made sure that such schools provided high-quality educational environment and owned the most technically advanced tools to be able to graduate generations that could pursue their university education confidently in higher education institutions to fulfil the requirements of labor market.  The MOE has also provided a smart learning system and high-quality digital platforms, side by side with the continuous development of school curriculums, according to national learning standards, assessment policy that is based on assessing for learning, and highest quality standards that match the best international practices. Various learning tracks, moreover, have been provided to support the capabilities and skills of students and achieve the country's strategy of encouraging the culture of creativity and innovation through providing the students with the skills of the 21st century and motivating them to have new ideas that relate to the reality they live in and foresee the future. This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness. 

 

Department Definition:

The Inclusive Education Department is responsible for developing and implementing policies, strategies, and programs that ensure equitable access to high-quality, inclusive education for all students, including Students of Determination and those with diverse learning needs. The Department promotes inclusive educational practices by supporting schools in creating accessible learning environments, strengthening educators' capacity, providing specialized guidance and services, and monitoring the effective implementation of inclusive education standards. Through collaboration with internal and external stakeholders, the Department aims to enhance student participation, achievement, and well-being while ensuring that every learner has the opportunity to reach their full potential.

Main Job Duties & Responsibilities :

  • Develop and implement policies, strategies, and operational frameworks that support inclusive education across all schools.
  • Ensure compliance with national legislation, Ministry policies, and international best practices related to inclusive education.
  • Design, monitor, and evaluate inclusive education programs and initiatives to improve student outcomes.
  • Provide technical guidance and specialized support to schools on implementing inclusive teaching and learning practices.
  • Develop standards, guidelines, and procedures for identifying, assessing, and supporting students with diverse learning needs.
  • Coordinate with internal departments and external stakeholders to strengthen inclusive education services and ensure integrated support.
  • Build the capacity of school leaders, teachers, and support staff through professional development programs and specialized training.
  • Monitor schools' compliance with inclusive education standards and recommend continuous improvement actions.
  • Analyze data and performance indicators to evaluate the effectiveness of inclusive education initiatives and inform decision-making.
  • Support the development and implementation of individualized educational support plans where applicable.
  • Promote accessible learning environments by advocating for appropriate accommodations, assistive technologies, and universal design for learning principles.
  • Manage departmental projects, budgets, and resources to ensure the efficient delivery of inclusive education services.
  • Prepare reports, policy papers, and recommendations for senior management on inclusive education performance and strategic priorities.
  • Foster partnerships with government entities, higher education institutions, healthcare providers, and community organizations to enhance inclusive education services.
  • Lead continuous improvement initiatives to ensure the delivery of high-quality, equitable, and student-centered inclusive education across the education system.

Skills Description

Skills - Qualification & Experience:    

  • Strong knowledge of public policy development, policy analysis, and policy implementation methodologies.
  • Knowledge of government legislation, regulations, governance frameworks, and education sector policies.
  • Excellent research, analytical, and critical thinking skills.
  • Ability to develop, review, and evaluate policies, procedures, and regulatory frameworks.
  • Strong strategic planning and organizational skills.
  • Excellent report writing, policy drafting, and presentation skills.
  • Ability to analyze data, identify trends, and provide evidence-based recommendations.
  • Strong stakeholder engagement, consultation, and relationship management skills.
  • Project management and change management capabilities.
  • Excellent communication, negotiation, and influencing skills.
  • Ability to work collaboratively across multidisciplinary teams.
  • Proficiency in Microsoft Office applications and policy management tools.
  • Bachelor's degree in Public Policy, Public Administration, Business Administration, Law, Education, Political Science, or a related field.
  • A Master's degree in Public Policy, Public Administration, Strategic Management, Business Administration, or a related discipline is preferred.
  • Professional certifications in Policy Development, Strategic Planning, Governance, Project Management (PMP), or Quality Management are considered an advantage.
  • 8–10 years of progressively responsible experience in policy development, strategic planning, governance, or organizational development.
  • Experience in drafting, reviewing, and implementing organizational or government policies and procedures.
  • Experience conducting policy research, benchmarking, and regulatory impact assessments.
  • Experience coordinating with government entities and key stakeholders to develop and implement policies.
  • Experience preparing executive reports, briefing papers, and policy recommendations for senior leadership.
  • Experience managing cross-functional projects and leading policy improvement initiatives.
  • Experience monitoring policy effectiveness and recommending continuous improvements.
  • Previous experience in the education sector or a government entity is preferred.
