It also made sure that such schools provided high-quality educational environment and owned the most technically advanced tools to be able to graduate generations that could pursue their university education confidently in higher education institutions to fulfil the requirements of labour market.

The MOE has also provided a smart learning system and high-quality digital platforms, side by side with the continuous development of school curriculums, according to national learning standards, assessment policy that is based on assessing for learning, and highest quality standards that match the best international practices. Various learning tracks, moreover, have been provided to support the capabilities and skills of students and achieve the country's strategy of encouraging the culture of creativity and innovation through providing the students with the skills of the 21st century and motivating them to have new ideas that relate to the reality they live in and foresee the future. This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness.

Department Definition:

The department develops inclusive education policies, standards, and programs for students of determination and learning disabilities, including detection and diagnosis tools, and identifying academic and professional paths, and the needs of students and staff. It also works to ensure the readiness of the educational field by building databases, identifying training programs, activating partnerships, and implementing awareness campaigns. It follows up on the quality of application in educational institutions and linking them to licensing and evaluation standards in accordance with international best practices and institutional quality standards.

Job Definition:

The Head of the Section is responsible for leading, planning and organizing the work of the Department, and supervising the development and implementation of policies, programs, and initiatives related to its competencies, in order to ensure the achievement of strategic and operational objectives efficiently and effectively, and to raise the quality of outputs in accordance with the approved standards and in coordination with the relevant authorities

 Main Job Duties & Responsibilities:

  • Prepare the operational plan of the department and follow up on its implementation to achieve the strategic objectives and approved performance indicators.
  • Supervise the development of policies, regulatory frameworks, and work manuals related to the department's competencies, and ensure their updating and implementation.
  •   Lead work teams, distribute tasks, follow up on performance, raise the efficiency of cadres and build their professional capabilities.
  •   Efficiently manage available resources and set priorities to ensure the quality of outputs and achieve goals.
  • Supervise the implementation of the department's initiatives and projects and follow up on their progress according to the approved timetables.
  • Monitoring the quality of the services provided, measuring their impact, analyzing data, and submitting reports and development recommendations.
  • Coordinate and integrate with organizational units and relevant entities inside and outside the organization.
  • Ensure the readiness of the field to implement the approved policies, programs, and tools.
  • Supervise the preparation of specialized studies and research, normative comparisons, and propose development solutions.
  • Promoting strategic partnerships that contribute to the development of the Department's services and achieving its goals.
  • Supervise the creation and management of databases of the department's competencies and ensure the quality and accuracy of information.
  • Commitment to the implementation of corporate policies and procedures, quality standards, risk management, and cybersecurity.
  • Prepare periodic reports on the department's achievements and submit them to the senior management.
  • Perform any other tasks assigned by the line manager

Skills Description

Qualifications:

  • Bachelor of Education, Special Education, Psychology, or one of the educational disciplines relevant to the nature of the Department's work
  • A master's degree in special education, curriculum and teaching methods, educational leadership, or a related discipline is preferred.

Work Experience:

  •   Minimum (6) years of work experience for those who have a qualification in special education or psychology or for those who have a qualification in other educational disciplines, in a related field.

Specialized Knowledge and Skills:

  • Advanced knowledge of educational legislation, policies, and governance frameworks in the field of inclusive education.
  •   Familiarity with methodologies for the preparation and development of policies, regulatory frameworks, and work manuals.
  • Ability to plan strategically and operationally, build performance indicators and measure impact.
  •   Data analysis skills and the preparation of benchmarking studies and comparisons to support decision-making.
  •   Knowledge of quality standards, organizational excellence, and risk management.

General Skills:

  •   Leadership and supervisory skills in managing work teams and projects.
  •   Organizational communication skills and building strategic partnerships.
  • Decision-making and problem-solving skills.
  • Time management and prioritization skills.
  •   Proficiency in the use of electronic systems and modern technologies.
