Since investing in human capital is the main objective, the UAE has been keen on establishing the Ministry of Education and creating the appropriate environment to build pioneering Emirati schools, in terms of standards, form, and content they provide. It also made sure that such schools provided a high-quality educational environment and owned the most technically advanced tools to be able to graduate generations that could pursue their university education confidently in higher education institutions to fulfil the requirements of labor market.
The MOE has also provided a smart learning system and high-quality digital platforms, side by side with the continuous development of school curriculums, according to national learning standards, assessment policy that is based on assessing for learning, and highest quality standards that match the best international practices. Various learning tracks, moreover, have been provided to support the capabilities and skills of students and achieve the country's strategy of encouraging the culture of creativity and innovation through providing the students with the skills of the 21st century and motivating them to have new ideas that relate to the reality they live in and foresee the future. This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness.
Department Definition
The Evaluation and Quality Department for public and private educational institutions undertakes the following duties and responsibilities:
- Develop a national framework for evaluation and quality for public education institutions (including early childhood institutions, public schools, and vocational, technical, and continuing education institutes), in coordination with relevant entities, and update it continuously.
- Conduct periodic evaluations and prepare reports on the performance of public and private educational institutions according to the evaluation and quality framework and publish the results in coordination with the relevant organizational units.
- Identify strengths and weaknesses in the performance of public and private educational institutions and propose performance improvement recommendations based on evaluation and quality results.
- Monitor and coordinate improvement and development plans for the performance of educational institutions in coordination with stakeholders.
- Support policy development and decision-making processes by analyzing performance indicators of educational institutions and proposing improvements to existing policies in coordination with relevant sectors in the ministry.
- Prepare implementation plans for evaluation processes and develop procedures related to self-evaluation and feedback processes in coordination with the relevant organizational units.
- Identify areas for development and improvement in the work of educational institutions based on evaluation results, compliance reports, and other relevant reports issued by concerned sectors in the ministry.
- Perform any other tasks related to the nature of the department’s work or assigned by the Assistant Undersecretary for Monitoring and Licensing.
Main Job Duties & Responsibilities
- Demonstrate full understanding of all aspects of quality assurance in educational systems and the standards related to local and international curricula and their requirements.
- Contribute to the design of frameworks and policies related to evaluation and quality assurance standards in collaboration with national bodies and relevant stakeholders.
- Participate in the development of evaluation and quality programs and standards for public and private school contexts and early childhood institutions, in alignment with the priorities and vision of the Ministry of Education.
- Contribute to building general policies and strategic plans based on the administration's priorities and operational directions.
- Develop standards for evaluator selection, as well as scientific, technical competencies and practical experience requirements for staff across various administrative departments.
- Supervise the regulation and assurance of quality in inputs, processes, and outputs related to school evaluation processes and their resulting reports.
- Empower department personnel, especially evaluators, by enhancing their professional capacities in using tools and implementing evaluation processes, while ensuring the quality of their outputs.
- Design training programs according to the priorities and needs of evaluators and assessment projects, based on quality assurance standards for trainers and training programs.
- Execute quality assurance processes at both team and individual levels in the field and provide constructive feedback that is goal-oriented and based on high-precision performance outcomes.
- Participate in designing and preparing data analysis models for evaluation standards in line with national indicators and priorities, in alignment with the evaluation framework.
- Contribute to defining the requirements for electronic systems and supervising the design of relevant software in collaboration with the Information Technology Department.
- Ensure high-quality implementation of electronic systems and programs across all phases of school evaluation processes.
- Participate in updating and developing quality standards and tools in alignment with emerging trends and changes within the educational system and its various contexts.
- Participate in preparing research studies and targeted projects aligned with the strategic plans of the administration and the Ministry of Education.
- Ensure the accuracy and quality of school evaluation reports and other reports issued by the Evaluation and Quality Department.
- Provide technical proposals specifically for the Quality Assurance Section that reflect the needs of the administration, the Ministry of Education, and relevant educational entities.
- Update quality assurance policies by staying informed on the latest developments in educational quality systems and educational technology implementation mechanisms in schools.
- Contribute to proposing scientific methodologies to ensure the quality of school evaluation operations in alignment with the Ministry of Education’s policies.
- Perform any other tasks related to the nature of the department’s work or as assigned by the relevant department director.
Skills Description
Required Education Qualifications
- PhD in educational fields, or assessment and evaluation, or quality and institutional leadership, or data analysis.
Required Professional Qualifications
- 10 to 15 years of relevant experience.
