Department Definition:

The department is responsible for developing and implementing human resources strategies and programs that support organizational objectives and foster an attractive work environment.

Its responsibilities include developing and approving internal HR policies in alignment with approved government policies and ensuring compliance; managing HR-related complaints and grievances and ensuring their resolution in accordance with approved procedures through the relevant HR committees under federal government policies; leading strategic HR projects, including organizational transformation and operational enhancement initiatives; designing and implementing internal communication programs to ensure clear understanding of HR initiatives, projects, and policies; coordinating with various School Workforce Affairs departments to ensure effective implementation of HR strategies; and establishing frameworks and systems to evaluate the effectiveness of human capital management initiatives.

 

Main Job Duties & Responsibilities:

1. Strategic Policy Development

  • Design integrated internal HR policies that serve as the foundation for future organizational transformation.
  • Develop policies that create a unified framework integrating organizational culture, processes, technology, governance, and employee wellbeing under a single strategic vision.
  • Establish proactive policies that enhance decision-making clarity, fairness in implementation, and long-term organizational readiness.

2. Organizational Analysis and Assessment

  • Assess the current HR environment through gap analysis in collaboration with consulting firms or external entities.
  • Review workplace readiness reports and HR systems adopted by the Ministry.
  • Incorporate audit findings and recommendations into development and improvement initiatives.
  • Review HR performance indicators and government enablers to identify areas requiring improvement.

3. Governance and Organizational Alignment

  • Ensure alignment of policies and procedures with federal laws and national HR regulations, including the Federal Authority for Government Human Resources (FAHR).
  • Ensure strategic and operational frameworks are aligned with government priorities and directives.
  • Prepare policies for review and approval by relevant committees in accordance with official governance frameworks.

4. Stakeholder Engagement and Co-Creation

  • Conduct collaborative workshops with employees, managers, and leadership teams to review assessment findings and prioritize initiatives based on impact and operational importance.
  • Collaborate with the HR Customer Experience function to ensure employee feedback is incorporated into policy development.

5. Employee Experience Enhancement

  • Improve employee experience by designing a clear and seamless employee journey that strengthens engagement and enhances performance.
  • Support employee happiness and wellbeing initiatives in coordination with relevant HR stakeholders.

6. Process Simplification and Digital Transformation

  • Develop a more agile and streamlined HR processes framework.
  • Support the digitization and paperless transformation of HR processes to reduce bureaucracy and accelerate service delivery.
  • Ensure alignment between HR policies and digital platforms and systems, including HR systems such as Bayanati and related applications.

7. Supporting Strategic HR Transformation

  • Enable the HR function to transition from an operational role to a strategic role focused on planning, development, and capability building.
  • Support institutional capability-building initiatives and the sustainable development of human capital.

8. Enhancing Government Readiness

  • Strengthen government readiness through the development of flexible and continuously updated policies that accommodate national initiatives and rapidly changing requirements.
  • Enhance the Ministry’s ability to continuously adapt to government priorities, strategic directions, and emerging needs.

Skills Description

  •          Knowledge of Federal Government Human Resources policies and procedures.
  •          Bachelor’s, Master’s, or PhD degree in Human Resources Management, Business Administration, or a related field.
  •          Professional certifications in Human Resources Management, such as CIPD or equivalent, are preferred.
  •          A minimum of 10 years of experience in the field of Human Resources Management.
  • Data and information analysis skills.
  • Knowledge of the Federal Government Human Resources Law and related regulations.
  • Advisory, consultation, and report-writing skills.
