Department Definition:

The department develops inclusive education policies, standards, and programs for students of determination and learning disabilities, including detection and diagnosis tools, and identifying academic and professional paths, and the needs of students and staff. It also works to ensure the readiness of the educational field by building databases, identifying training programs, activating partnerships, and implementing awareness campaigns. It follows up on the quality of application in educational institutions and linking them to licensing and evaluation standards in accordance with international best practices and institutional quality standards. The Senior Policy Development Specialist is responsible for preparing and reviewing studies and analyses related to the entity's data and information and contributing to the management of knowledge at the state level to serve various sectors, while ensuring adherence to the methodologies and procedures adopted in the implementation of research and studies. He is also responsible for analyzing its output and proposing practical recommendations based on evidence, in a way that contributes to the development of policies, the formulation of decisions, and the improvement of the efficiency and quality of services

Main Job Duties & Responsibilities:

·         Coordinate and communicate with the concerned authorities to monitor and follow up on events and activities related to policy development.

·         Verify the accuracy, reliability and appropriateness of databases and information related to the Ministry's studies and promote knowledge exchange with the competent authorities.

·         Provide technical support and analyze the necessary information to prepare studies related to the Ministry's policies, strategies, plans, programs, and projects.

·         Prepare and support reports on policy development and evaluation of their outputs.

·         Implementing the approved plans and policies in the field of preparing studies and research related to policy development.

·         Employing the best scientific practices and methodologies in the preparation of specialized studies, research, and reports.

·         Studying, analyzing, and interpreting data, and preparing scientific studies and evidence-based technical reports.

·         Provide practical recommendations based on the results of studies and research to support policy development and decision-making.

·         Commitment to the implementation of corporate policies and procedures, quality standards, risk management, and cybersecurity.

·         Prepare periodic reports and submit them to the head of the competent department.

·         Perform any other tasks related to the nature of the work or assigned by the immediate superior.

Skills Description

  • 8+ years of experience in a related field
  • A bachelor’s degree within a related field of Business Administration, Politics or related Bachelor of Science, policy or educational leadership, or a related discipline is preferred.
  • Certified Manager Certificate in Quality and Institutional Excellence.
  • Certificate in Strategy Management and Balanced Scorecard (BSC).
  • Certificate in Organizational Leadership.
  • Certified Innovation Leader.
  • Certificate in the Six Sigma (Green Belt) methodology.
  • Familiarity with methodologies for developing public policies and preparing legislation.
  • Knowledge of preparation of studies, research, and data analysis.
  • Familiarity with strategic planning frameworks and the Balanced Scorecard (BSC).
  • Understand government policies and relevant legislation.
  • Knowledge of quality management methodologies and institutional excellence.
  • Ability to prepare strategic reports and analytical studies.
  • Effective communication skills and building professional relationships.
  • Working in a team spirit and coordinating with various entities.
  • Time management and priority management skills.
  • Presentation, presentation, and reporting skills.
  • Ability to work under pressure and punctuality
  • Proficiency in the use of electronic systems and modern technologies.
