Since the establishment of the union of the United Arab Emirates in 1971, education has received the utmost attention of the founding leader, Sheikh Zayed bin Sultan Al Nahyan, may Allah have mercy on him, and his founding brothers. They believed that education was the cornerstone of building an enabled community that could keep pace with the advancements. Since investing in human capital is the main objective, the UAE has been keen on establishing the Ministry of Education and creating the appropriate environment to build pioneering Emirati schools, in terms of standards, form, and content they provide. It also made sure that such schools provided high-quality educational environment and owned the most technically advanced tools to be able to graduate generations that could pursue their university education confidently in higher education institutions to fulfil the requirements of labour market.
The MOE has also provided a smart learning system and high-quality digital platforms, side by side with the continuous development of school curriculums, according to national learning standards, assessment policy that is based on assessing for learning, and highest quality standards that match the best international practices. Various learning tracks, moreover, have been provided to support the capabilities and skills of students and achieve the country's strategy of encouraging the culture of creativity and innovation through providing the students with the skills of the 21st century and motivating them to have new ideas that relate to the reality they live in and foresee the future. This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness.
Department Definition:
Developing and updating the frameworks of educational and training curricula and programs to ensure that they are aligned with the needs of students of determination and learning difficulties in an inclusive learning environment. It also supervises the preparation and implementation of individual educational plans, evaluation frameworks, and tests according to the approved tracks and graduation requirements. It works on preparing manuals, tools, and quality standards for the implementation of programs, and building the capacities of educational cadres in coordination with the concerned authorities. In addition, it provides technical support, monitors the quality of implementation, and promotes partnerships and enrichment programs to ensure continuous improvement
Job Definition:
Responsible for planning, organizing, and managing the department’s activities by developing operational plans and work mechanisms, directly supervising their implementation, and monitoring performance to ensure the department’s objectives are achieved efficiently and effectively. This includes guiding work teams and enhancing the quality of outputs in accordance with approved policies and standards.
Main Job Duties & Responsibilities:
- Develop and contribute to the department’s strategic plan, and prepare and monitor the implementation of operational plans to ensure alignment with the administration’s objectives.
- Oversee the quality of implementation of inclusive education programs and programs for students of determination, monitor their execution, and identify improvement opportunities in coordination with relevant stakeholders.
- Monitor key performance indicators (KPIs) regularly and prepare progress reports, submitting them to the department director.
- Contribute to the preparation of the department’s budget in coordination with relevant units.
- Strengthen relationships with internal and external stakeholders to ensure services are delivered in line with best practices and standards.
- Provide technical support in developing programs for students of determination and ensure their effective implementation in coordination with concerned entities.
- Review, evaluate, and continuously update general and detailed frameworks of curricula and educational/training programs to ensure they meet the needs of students of determination and students with learning difficulties.
- Develop operational manuals, tools, and templates required for implementing inclusive education programs, establish quality standards, and train relevant stakeholders on their use.
- Establish general frameworks for assessments of students of determination and students with learning difficulties, aligned with approved pathways, graduation requirements, and individualized education plans (IEPs).
- Develop and oversee the implementation of frameworks for designing and executing Individualized Education Plans (IEPs), and monitor students’ progress.
- Design and implement continuous professional development programs to enhance team capabilities and motivation, ensuring high-quality service delivery.
- Develop policies and standards for the preparation, training, and evaluation of staff working in inclusive education programs in coordination with relevant entities.
- Develop enrichment programs tailored to students of determination in coordination with relevant departments.
- Establish guiding principles and governance frameworks to improve operational efficiency and productivity.
- Perform any other duties related to the nature of the role or as assigned by the director

Qualifications:
- Bachelor of Education and Teaching or Business Administration
Work Experience:
- Experience of at least 6 years, holder of Master's degree, 3 years
- Possess skills in developing curricula and adapting them according to the needs of students, especially students of determination.
- Practical experience in preparing and following up individual educational plans
- Has experience in inclusive education policies and the implementation of its standards.
- Experience in managing educational projects and operational plans.
- Experience in analyzing educational data and performance indicators.
- Experience in working with government agencies or relevant institutions in the education of people of determination is preferred.
Specialized Skills :
- Deep familiarity with the concepts of inclusive education and the uniqueness of education.
- Curriculum development skills and adaptation of educational content.
- Ability to design and review individual educational plans.
- Knowledge of the policies and standards for the evaluation of students of determination.
- Skills of preparing organizational manuals, models and educational frameworks.
- Ability to analyze educational gaps and provide developmental solutions.
- Familiarity with national legislation and policies related to inclusive education.
- Skills of preparing performance indicators and measuring the quality of educational programs
